La Torre de Agua Caliente, como parte del Complejo Turístico Agua Caliente, fue diseñada y construida con madera y mampostería en 1929 por el arquitecto estadounidense Wayne McAllister. Su primera función fue de campanario y posteriormente fungió como referencia para los visitantes del casino. En 1939, dos años después de que el general Lázaro Cárdenas expropiara las instalaciones del centro de juegos, éstas se acondicionaron como aulas de clase, convirtiendo a la torre en el símbolo del Centro Escolar Agua Caliente. Conocido también como Faro Carranza, la Torre de Agua Caliente dio servicio al primer aeropuerto de la ciudad, localizado en el fraccionamiento Aviación, a un costado del Complejo Agua Caliente. El 12 de diciembre de 1956 la torre fue víctima de un incendió, que de acuerdo a la versión oficial sucedió por un corto circuito, aunque unas voces culpan al entonces gobernador y otras a un grupo de estudiantes del mismo Centro. Aunque fue consumida en su totalidad por el fuego, la torre se negó a morir en el ánimo y recuerdo de los tijuanenses, por lo que en los años ochenta bajo la gestión y promoción del Club de Leones de Tijuana, los planos originales volvieron a utilizarse bajo la dirección del Ing. Jorge Ruiz Fitch. Su nueva ubicación sería el recién expropiado Parque Fundadores. El arranque de la obra fue el día 11 de julio de 1984 con la presencia de tijuanense, integrantes del Club de Leones y autoridades civiles y militares. Para recolectar el dinero para la construcción de la nueva Torre de Agua Caliente, el Club de Leones organizó un ¨Maratón Aéreo¨ en el que participaron dos avionetas Cessna 150, piloteadas por el aviador Sergio del Río y por el locutor y piloto José Luis Rivas Marentes, quienes recorrieron el cielo de Tijuana por 48 horas aterrizando solamente para el abasto de combustible y mantenimiento. La Torre de Tijuana, como se le llamó, fue inaugurada el 14 de mayo de 1988
